From having looked through the bill, I think it contains a lot of popular programs and improvements, but the cost factor could end up being a big problem. It almost seems like the IRS / FAFSA data co-ordination is an administrative and technical issue and they could just set up the networks to communicate w/o waiting for this huge, slow bill to get through Congress.
